Policy & Humanitarian Diplomacy Adviser - He/She advises the Delegation on relevant political developments and changes with a focus on conflict, violence, and security dynamics. He/She identifies, maintains, and broadens a network of contacts at the national level, and facilitates Pre-Managements access to them. The Humanitarian Affairs Adviser 2 initiates and conducts relevant research and analysis for the Delegation and encourages relevant humanitarian research by influential members of his/her network. He/she advises on policy thematics of humanitarian diplomacy value in the region. **Responsabilidades e atribuições** ACCOUNTABILITIES AND RESPONSIBILITIES**Humanitarian law and policy thematic**The Humanitarian Affairs Adviser 2 supports the Head of Law and Policy Department and the Management in international law and policy thematic in the region and beyond, including through:- Enhancing Brazils and Southern Cone countries contribution to the development of IHL. - Monitoring IHL development, compliance with IHL, IHRL, and ICRCs acceptance on the continent. - Enhancing a Brazilian and Southern Cone countries contribution to the strengthening and development of IHRL and other humanitarian considerations such as Missing, Detention, Access to Education. - Designing the Delegations engagement, on strategic thematic, notably the identification of the countries positioning and profiling on humanitarian issues regionally and globally. - Supporting organization and running of regional and global events related to humanitarian diplomacy. - When required support Regional Policy work on other spaces such as OAS (under coordination of Regional Diplomatic Advisor and RRN). - Monitoring Brazils foreign policy (and related positions and initiatives) and nurturing a network of contacts related to this. **Political advice, positioning and humanitarian research/analysis**The Humanitarian Affairs Adviser 2 builds and shares a practical understanding of dynamics of regional politics and State positioning, including through:- Researching, analyzing, and advising staff on multilateral initiatives and efforts concerning the five countries cover by the RD; the positioning of these States in universal and regional fora and their promotion of the law and humanitarian action, any other relevant topic of interest, with a focus on geopolitical positions of Brazil and the South Cone governments and other key multilateral players in the region. - Analyzing for the Delegation the financial capacities and spending trends of the South Cone governments, the private sector and development banks within Brazil, and highlighting evident fundraising opportunities and possibilities for innovative practices and processes to address humanitarian concerns. - Conducting environment scanning to better understand threats and opportunities, thereby contributing to the identification of the Delegations strengths and weaknesses and the visioning of the Delegations outcome-focused strategies. - Producing anticipatory research to inform ICRC positions and strategies on key humanitarian topics, including relevant positions States and opportunities of engagement with them. - Contribute to the delegations networking and influencing activities. - Help the HoD and Law Adviser stay abreast of institutional positions and diplomatic objectives on key crisis. - Be a reference to the Diplomacy Affairs as a key relationship**Requisitos e qualificações** Minimum requirements**:- Mastersdegree in International Relations, Diplomacy, Social or political Sciences, as Law or similar. - Good knowledge of International Public Law (specialized knowledge of International Humanitarian Law, International Human Rights Law, and International Criminal Law an additional asset). - Having belonged to the Brazilian diplomatic corps or similar background. - Solid understanding of national/regional relations and their interplay with humanitarian affairs. - Experience in international humanitarian work at the ICRC or another Movement component (NS and/or International Federation of Red Cross and Red Crescent Societies) will be considered a plus. - Fluent in spoken and written Portuguese, English and Spanish - C1 Level. - Knowledge of French an asset. - Good proficiency in Word, Excel, PowerPoint, Internet, Skype, Microsoft Teams. - Work experience in a similar function or related activities. - Hold Brazilian work permit. - Availability for professional travel in Brazil, in the region and abroad. **Your attitude is everything**:- Respect for human rights, cultural diversity, gender diversity, different sexual orientations, an
